In 2026, Georgia Conservancy has partnered with Morgan County to develop a Conservation and Growth Strategy for the county’s unincorporated areas. This initiative aims to thoughtfully guide future growth by meeting diverse residential needs, all while preserving the unique rural character and natural resources that define Morgan County.
The project’s primary goal is to identify which parts of the county are best suited for growth and new development, and which areas should be prioritized for conservation. This approach seeks to balance the county’s long-term commitment to sustainability and livability with the need for attainable housing for its communities.
Over the past several months, Georgia Conservancy has made steady progress on the Morgan County Growth and Conservation Plan. The project team has completed extensive mapping of the county’s natural resources, environmentally sensitive areas, and predominantly rural landscape. By pairing conservation priorities with thoughtful, sustainable growth, the team has developed a development suitability scale that identifies areas throughout the county that are more or less appropriate for future development. This data-driven approach is grounded in fundamental principles such as proximity to existing public infrastructure, transportation networks, and essential amenities, and will continue to evolve through an iterative process to help inform land-use decisions in the unincorporated areas of Morgan County.
Following an open house forum hosted in July in Morgan County, Georgia Conservancy is working through final edits and recommendations to be issued in a report to the county this fall.
Throughout the early phases of the project, the Georgia Conservancy compiled and summarized several data sources, including environmental indicators. With the help of the county and local stakeholders, the team has also reviewed zoning and development regulations and gathered key information to inform both the conservation assessment and development suitability analysis.
Recognizing that mapping and analysis are only one part of a successful long-term strategy, Georgia Conservancy has also prioritized community engagement and public education. In partnership with Morgan County Planning and Development, Georgia Conservancy hosted a project town hall meeting this Spring, providing residents with an opportunity to learn more about the plan’s overarching goals, particularly its focus on balancing landscape conservation with new development. Attendees engaged directly with county maps, explored potential areas for growth, and shared valuable input to help guide the planning process.
The Morgan County stakeholder team—including local residents, county staff, and elected officials—continues to receive regular updates and provide input as the project evolves. This work builds on previous plans related to conservation, cost of community services, and agricultural preservation, as well as the insights gathered throughout this process.
Georgia Conservancy’s community-focused efforts include:

As we finalize the report, Georgia Conservancy will continue refining the development suitability scale, expand opportunities for community engagement, and synthesize findings into a cohesive set of recommendations, including a draft conservation and growth area map and strategy for the county.
The final product will outline the findings, vision, and strategic recommendations for future development and conservation efforts in Morgan County.
This project reflects a shared commitment to smart, informed growth that both respects the county’s rural heritage and prepares it for a vibrant future. Community members will continue to have opportunities to participate through public meetings and feedback sessions as the process moves forward.
